Minister of Information and Culture Lai Mohammed says President Muhammadu Buhari’s administration has fulfilled its campaign promises to Nigerians. The minister, in an interview with Vanguard, said the federal government had been able to decimate the dreaded Boko Haram terrorists. Mohammed added that terrorism is a global threat, saying that life has returned to normal in Borno state, which was hitherto under the siege of the dreaded group. “I thank God for the privilege of serving as a minister of information and culture. I can see that in under two and a half years, that this government has delivered largely on all its promises,” the minister said. “I will start with insecurity. When we came in 2015, there were 24 local governments in this country that were under the sovereign control of Boko Haram. Today, as I speak, not one local government is under the control of Boko Haram. Boko Haram has been decapitated. Boko Haram has been thoroughly degraded; they can no longer function as a parallel army as they were doing.” Speaking further, he said: “for us, it is a triumph that we have been able to subdue Boko Haram, their territorial ambition has been cut short, life has returned to normal in most parts of the Northeast today.”

Dangote employs youth graduates for rice farming in Kogi

​ A multi-million Naira Youth Farming Initiative that will engage teeming unemployed Nigerian graduates in rice farming has been launched by the Dangote Rice Limited (www.Dangote.com) in Kogi State. This is even as the Company prepares to hit the market with One million metric tons of Dangote rice in 2018. The Dangote Youth Rice Farm project, mainly an out-grower scheme for youths only was flagged off at the Lower Niger River Basin Authority, Kampe, Ejiba in Yagba West local government area of the state where youth have embarked on rice cultivation over 100 hectares of land. The rice farm project, which was preceded by a special training for the youth farmers on the dynamics of the rice farming, will see the youths cultivating the rice paddy on a 100 hectares of land, which will then be bought over by the company for processing. Under the scheme, the Dangote Rice Company provides the seedling, anti-pest-chemicals, and fertilizers while the Basing Authority provided the land for the young farmers. The management of Dangote Rice led by the Group Executive Director, Mr. Devakumar Edwin flagged off the project while taking delivery of some rice paddy bags produced from the pilot project. Mr. Edwin explained that the project is a new dimension to the efforts by the pan-African conglomerate, the Dangote Group, at ensuring food security and creating job opportunities in Nigeria especially for the youths saying this Initiative is in line with the vision and commitment of Dangote Industries Limited to create a new generation of agri-preneur that will revolutionize the Nigerian agricultural sector. “We believe skill, knowledge, enabling environment, collaboration and linkages along the value chain are driving forces for economic empowerment and social development in line with the Federal Government policies. This project will address the skills gap in local rice production among unemployed youths by providing technical, organisational and financial requirements.” He said it would also enhance domestic rice production to cover the large gap between demand and domestic production and to increase self-sufficiency of Nigeria and substitute imported rice by quality Nigerian rice brands. Mr. Edwin disclosed that most modern rice mills in Nigeria presently operate at not more than 20% capacity utilization due mainly to lack of good quality paddy and that Dangote Rice aimed to change this situation developing and adapting out-grower schemes. According to him, the Dangote Rice Company plans to set up a 150,000 metric tons integrated rice mill and sale one million mt of parboiled rice by 2018. The Dangote Group boss stated that the decision of the management to start the project was driven by two factors, one of which is the need for youth employment through empowerment to go into agriculture. “The youths are more vulnerable to crimes and other social vices when they have nothing to engage them and this in turn affect the nation negatively. “The second factor is the need to strengthen the on-going efforts at producing rice for self-sufficiency so that we can save foreign exchange. By the time we will be doing one million metric tons of rice next year, no less than three million jobs would been created along the value chain.” Mr. Edwin said the Kogi pilot project will cover four season of two years and will be launched in four other states soon. In his own remark, the Managing Director of Dangote Rice, Mr. Robert Coleman urged the youth farmers to concentrate on the project and pay attention to details so that they would come out with good paddy yield. He congratulated the farmers for the decision to partner with Dangote Rice noting that they have a solid source of livelihood for themselves and members of their families if they give their all for the success of the scheme. The Coordinator of the youth farmers, Umar Etudaye thanked the management of Dangote Rice for believing in them and engaging them for the project. He promised that they would deliver on the mandate given to them on the project. He stated that the scheme is a practical step towards nation building because it’s the youths, who constitute 40 per cent of the population, would build the nation and only the youths that are empowered and gainfully employed could do that.

Oyegun: Akande’s Comment on APC Presidential Ticket His Personal Opinion

Ex-chairman’s remark that party’s presidential ticket is open to all unsettles South-west APC Clash of interests polarises party’s panel on restructuring  Olawale Olaleye in Lagos and Onyebuchi Ezigbo in Abuja The National Chairman of the All Progressives Congress (APC), Chief John Odigie-Oyegun, has said the statement credited to his predecessor, Chief Bisi Akande, that the party’s presidential ticket for 2019 election was open to all was his personal view. Although Oyegun who had declared in May that the party would give Buhari right of first refusal for the party’s presidential ticket in 2019 was unperturbed byAkande’s remark when responding to a question from THISDAY on telephone last night, that was not the situation with some South-west leaders of the party, who were taken aback by the development, as they maintained that the former national chairman of the party spoke outside the agenda and resolutions of the zonal leaders’ meeting. Akande had at the end of a stakeholders meeting of South-west APC last Thursday, involving governors, National Assembly members, ministers and other party members, held at the Agodi Government House, Ibadan, Oyo State, declared that the presidential ticket of the party was open to all in the 2019 general election. Responding to a question about the position of the party on Buhari’s speculated second term ambition, Akande had stated thus: “He has not told us he is running in 2019. Anybody in our party is free to become the president of Nigeria as long as he indicates interest. We have a process through which a candidate will be selected. If he is lucky to get the ticket, then we have no option than to present him as our candidate.” The meeting, which lasted four hours and held in the executive council chambers of the governor’s office, had in attendance Governors Abiola Ajimobi (Oyo State), Akinwunmi Ambode (Lagos State), Rauf Aregbesola (Osun), Ibikunle Amosun (Ogun State), Rotimi Akeredolu (Ondo State), former Governors Adebayo Alao-Akala, Olagunsoye Oyinlola, Olusegun Osoba, Adeniyi Adebayo, Kayode Fayemi, who is also the Minister of Solid Minerals Development, Minister of Communications Adebayo Shittu, Minister of State for Niger Delta, Claudius Daramola, Senator Olusola Adeyeye, Deputy Speaker of the House of Representatives Lasun Yusuff and House Majority Leader Femi Gbajabiamila, among others. Speaking last night, Oyegun, who was not keen on commenting, said there was really nothing to say as far as the reportage of Akande’s statement was concerned, because it was his personal position and he had a right to it. “That’s his personal view. He said what he felt. There is really nothing to comment about – nothing. That is his personal view,” Oyegun said. The statement had since unsettled the South-west APC as a majority of stakeholders, who attended the Ibadan meeting were dismayed that Akande would go completely off the thrust of the meeting and create avoidable controversy for the party in the zone. A governor at the meeting, said those of them who were there felt so “thoroughly embarrassed” by the development that they had begun to ponder the need to come out to set the record straight as far as the essence of the Thursday meeting was concerned. “That didn’t come up at our meeting at all. It was just a question asked him by a journalist and he answered off-the-curve. Everyone is angry now. The only thing we discussed was what was in the communiqué read by Governor Ajimobi and essentially the meeting was about restructuring. “What we said at the meeting was that the word restructuring is not in our manifesto. What is there is that we would initiate a process that would lead to a bill or an act that will define the governance structure of the country. So, basically, we insisted we never used the word restructuring. “So, that should be it as far as the meeting was concerned. But he really embarrassed us and we didn’t expect it from him, although it must have been inadvertently, because when he was asked after the interview, he said the question was on the spot and that he just gave an on-the-spot answer. Everybody is really angry now and sadly, he is President Buhari’s number one fan. So, I don’t know where this came from,” the governor said. “He has a lot of respect for Chief Akande and they get along really well. But as it is, we may have to salvage this situation with one of us coming out to address the issue more pointedly,” he added. In his reaction to the development, a chieftain of the APC and Director-General of the Voice of Nigeria (VON), Mr. Osita Okechukwu, said regardless of Akande’s view on the party’s presidential ticket for the 2019 election, a majority of the state chapters in South-east have endorsed Buhari for reelection. Okechukwu said Buhari had “more than a right of first refusal” as far as the 2019 presidential election is concerned. “Well, Akande was our first interim national chairman and a highly respected elder of the party but Chief Oyegun is today our current national chairman of APC – substantive – so we align with Oyegun’s submission, because he is the current chairman. “Even some state chapters of the party like Enugu, Ebonyi and Kaduna had endorsed the president for a second tenure. To be honest with you, the good luck is that his miraculous recovery has encouraged us to endorse him. He has more than a right of first refusal.” Okechukwu, a close ally of President Buhari since his days in the defunct Congress for Progressive Change, spoke to THISDAY on telephone last night, noting: “From my understanding of what Chief Akande has said, I think he meant that President Buhari has not formally informed the party and it is only when he tells the party. I don’t think what he is saying is that the issue of the right of first refusal be discountenanced. For me, I am one of those, who is saying we should support him to finish what he is doing to set the nation on a solid foundation.” Meanwhile, the restructuring committee set up by the party leadership may have run into operational difficulties. At the heart of this brewing discontent, however, is the crisis of confidence amongst the committee members. When the committee tried to meet with the leadership of the National Assembly on the issues of restructuring, it was rebuffed following what a source at the legislature described as a rejection of the committee’s mode of operation. According to sources, both the Senate and House of Representatives leaderships were not pleased with the manner in which the committee appeared to be taking positions on the issues they were meant to seek the opinions of even the ordinary party members. Particularly disturbing to some members of the committee is the disposition of their chairman and Governor of Kaduna State, Malam Nasiru El-rufai, who has openly expressed reservations over restructuring and continued to preach the same message at the various public hearings organised by the committee. A committee source also said that some of their members were getting increasingly uncomfortable with the governor’s posturing, which they claimed was tantamount to imposing his position and ideas on the others. The source cited a recent statement credited to El-rufai at an interactive meeting with some APC youths in Abuja, where he allegedly told the audience that the agitation for the creation of more states was not an answer to the issue of marginalisation or perceived imbalance in the country. He said such agitation amounted to enthroning injustice and akin to seeking to make unequal equal in a country that has unequal population and resource distribution. “The greatest injustice is trying to make equal unequal and unequal equal. Things are not done like that. What do I mean by that? There are those who have said Nigeria and Unites States are same. It is just like saying everyone, who is six feet, five can play basketball. “As human beings, we are equal but you cannot come and stand here and say we should create nine states in each zone. Nigeria is not equal likewise the population and resources. You can’t do that,” el-Rufail had said at the interactive meeting. But while some members have shown that they are opposed to restructuring by openly speaking against it, other members are in support of the idea. It was however learnt that the not-too-agreeable positions among the members are affecting the work of the committee as they are yet to sit down together to consider the feedback from the various zones of the country as mandated by the party. “We are yet to receive reports from different parts of the country on the outcome of the zonal public hearing. Whatever the chairman of the committee and governor of Kaduna State, Nasir El-rufai has said with regards to restructuring is nothing but his own personal opinion. It does not represent the position of the committee, even as the chairman”. Some of these committee members have also disassociated themselves from the governor’s recent statement made at the Chatham House in London, where he criticised those seeking a restructuring of the country. One of the committee members went on to accuse the governor of using the platform to try to position himself ahead of the 2019 general election by making statements that are clearly outside the terms of reference of the committee. “Not that the governor has no right to hold his personal view on the issue of restructuring but as the chairman of the committee, he should not be seen imposing opinion on the audience during the public hearing. The job of our committee is to listen and collate the views and positions of Nigerians on the demands for restructuring of the federation and to advice the party accordingly. “At present, we have not received reports from various parts of the county; we have not even met to discuss the issues raised, so we still have works to do in that direction,” he said. But a close source to El-rufai has dismissed an attempt by “faceless people” to shade the governor over a committee work that has not quite advanced in its operations, adding that there was no truth to the allegations so far raised against him. “Why are they hiding if they have serious and genuine concerns? Why can’t they come to the open? At the very least, they could wait till the reports are put together and they would have the opportunity of authoring a minority report if they feel strongly about these allegations and accusations against the governor. “But I find the allegations preposterous because a committee with other governors as members cannot claim the governor of Kaduna is imposing his views on them. That cannot be true. Are you saying the Kaduna governor will intimidate or shout down the Osun State Governor? Governor Aregbesola cannot be intimidated and that is the truth. So, I do not think it makes any sense debating with a faceless person.”

Obasanjo: Citizens Must Pay Tax, But Responsible Govt Should Spend Revenue Judiciously

Former President Olusegun Obasanjo saturday asserted that every responsible citizen of Nigeria must pay tax, which he described as a major source of revenue to fund and drive the nation’s economy. Obasanjo, however, added that if the people are faithful in their payment of tax, then a responsible government should spend the accrued tax revenue judiciously. The former president was the chairman at the launch and public presentation of a book titled ‘A Review of Effective Tax Regime in Nigeria’, which was written by former Assistant Inspector General of Police, Tunde Ogunsakin. Ogunsakin was a member of the Presidential Task Force on Education Tax Funds (1999 – 2000), also known as the Federal Government Panel on Education Tax, which was constituted by Obasanjo. Speaking at the book launch which took place yesterday at the Nigerian Institute of International Affairs (NIIA) Victoria Island, Lagos, Obasanjo agreed with Ogunsakin’s writings which described tax evasion as a crime.He also stressed that one of the major challenges of Nigeria was because he nation has not been able to actually determine the amount of tax revenue it loses annually. According to Obasanjo, “This book is very readable. In a way, it is technical but more of a layman than technical. If one writes a book on taxation and I am able to understand, then anybody can understand it.“According to the author, tax avoidance is legal but tax evasion is both criminal and civil. The African Union reported that it loses $50 billion per year from tax revenue. In Nigeria, we have not been able to determine how much we lose from tax revenue annually,” he said. Meanwhile, the author, Ogunsakin, in his address said the event marks a significant milestone in Nigeria’s efforts to ensure a flourishing tax regime that would drive formidable economic growth and development in the country.The former police chieftain said the “decision to publish the book was borne out of his desire to evolve a literature that will be of intellectual value to tax authorities in the area of tax collection and enlightenment campaign as well as encourage Nigerian populace and institutions to pay tax. “I am very inspired by the book and the launch to call attention to a global debate on alternative to oil as the world leading nations are inventing cheaper alternatives to oil as producing nations are undergoing retrogressive variables which are receding purchase and sales of oil in their various categories world-wide. “Before my brief on the intervention of tax as alternative to oil in contemporary revenue drive in developing nations, you will first wonder what a policeman desires in an analogous terrain like taxation. I did not study business administration nor accounting but political science, history and law,” he added. Ogunsakin noted that he was opportune to have served as a member of the then Federal Government Panel on Education Tax set up by Obasanjo to investigate and recover all unpaid education tax by companies registered in Nigeria, stressing that this fired his enthusiasm to research more in taxation. “It is heartwarming to state that as a sub-committee chairman on operation of the then Federal Government Panel on Education Tax, I travelled widely within the country and gathered immense experience in the course of the Panel’s work. This enormous experience greatly inspired me to publish this book,” he said.Ogunsakin said as oil revenue continues to dwindle, Nigerian leaders must harness the taxation potential, maximising the advantage of the nation’s huge population and the reduction of tax evasion. He noted that by 2025 or 2030, oil might become obsolete as a source of energy and revenue to nations, and added that only visionary nations would be able to cope or survive by then. He further stressed that this was a warning signal to Nigeria to explore taxation as an alternative to oil. “It is hoped that drawing great insights from the expositions in this book will invariably assist us in advancing the course of reducing tax malpractices in Nigeria through voluntary compliance with taxation,” he said. The special guest of honour at the launch and public presentation of the book was Vice President Yemi Osinbajo SAN, an event attended by captains of industries, politicians, academics, notable gurus in administration, governance and banking sectors, including royal fathers from all the geo-political zones. Backed with empirical data, Ogunsakin’s publication focused on the colonial era and the introduction of taxation in Nigeria. The Raisman Fiscal Commission’s recommendation of 1958 was critically appraised in tandem with resource distribution/allocation in Nigeria. The book was reviewed by Prof. Abiola Sanni of the Faculty of Law, University of Lagos and immediate past President, Nigeria Stock Exchange, Mr. Aigboje Aig-Imoukhuede.Ogunsakin was promoted as Assistant Inspector General of Police in 2014. Prior to his promotion, he was the Commissioner of Police for Rivers State. His book has been described as an asset to lawyers, researchers, undergraduates, police officers, law enforcement officers and persons in the specialised area of tax administration in Nigeria.

Osinbajo: Govt Alone Cannot Fund Universities

Vice-President Yemi Osinbajo; the Pro-Chancellor of the University of Lagos, Dr. Wale Babalakin, and the Vice Chancellor of the university, Prof.Rahmon Bello, have said that government alone cannot fund education. They all spoke at the UNILAG at 55 anniversary and 2017 Distinguished Alumni Awards held at the Oriental Hotel, Victoria Island, Lagos. Osinbajo said attaining the best level of university education, which would enable Nigerian universities to compete favourably internationally, could not be left for government alone. He said private organisations such as alumni and others must assist government to develop the higher institutions of learning. Commending UNILAG alumni which had a multi-billion naira fund raising for the purpose of infrastructural development on the campus, the vice president said: ‘It is important that we do so because just as the pro-chancellor pointed out, government alone cannot support universities to the extent that is required, to keep them even at the current levels. A lot will have to come from the alumni and the private sector. That’s how great universities all over the world are run. “I am so excited to see that our project today, the fund raising project, is one that has clearly shown the way to go with respect to developing our university.” The VP, who was a law lecturer in the university, commended the school for pioneering innovative means of making the institution best among its peers. “I want to say that UNILAG has proved time and time again to be not just a university of first-choice but also the University of firsts! So many firsts in different areas; just reading about Doctor Olukoya, he was the first to clone genes. Hardly anyone would know that the pastor and founder of Mountain of Fire and Miracles was also the first to clone genes. That is an absolutely outstanding thing. “The General Overseer of the Redeemed Christian Church of God was also the first Nigerian to get a PhD in a Nigerian university in Applied Mathematics and Engineering. I think that there are so many other firsts, but the most important thing today is to ensure that those firsts do not become the last. “We must ensure we continue in the great traditions of the University of Lagos and this is why I am so excited to see a lot of committed alumni who want to see to it that our university goes from glory to glory.”Babalakin, who had spoken earlier, commended the Muhammadu Buhari-led administration for setting up a committee to explore alternative funding for higher institutions of learning. He expressed regret that no university in Nigeria was rated among the best 800 in the world. According to him, that is unacceptable. Babalakin noted that the nation’s educational system was at a crossroads saying, “We have to change the structure of the universities structure to do better.”Relying on statistics from the Nigerian University Commission, Babalakin said the nation needed N1.6 trillion to finance universities annually. He said: “If the government is to fund all the federal universities, it would require about N1.6trn. Government cannot spend money on one single item. So, we have to find a creative way to fund university education.”Also speaking, the Vice Chancellor said coping with the increasing students’ population remained a challenge. He said there was challenge of hostel accommodation. He said: “Funding is a serious challenging. We are therefore calling for alternative sources of funding for university education. 2019 election: South West APC planning to replace Buhari with Tinubu – Dele Momodu

Publisher of the Ovation Magazine and former Presidential aspirant, Dele Momodu has given interpretations to recent comment by an All Progressives Congress chieftain, chief Bisi Akande. Akande during a meeting of the South West leaders of the ruling party had made it clear that there was no automatic ticket for President Muhammadu Buhari. Reacting to the matter in a long article he shared on social media yesterday, Momodu pointed out that Yoruba leaders are preparing a former governor of Lagos State and national leader of the APC, Asiwaju Bolaji Tinubu for presidency come 2019. He said the decision is borne out of frustration, adding that the Yoruba leadership will no longer support any other tribe for presidency. Part of his article reads, “What Baba Akande has not said is simply that the days when the Presidency would be voluntarily zoned to exclude most sections of the country in favour of another section, whether the candidate presented and supported by the people is competent or useless, are over. “The truth is zoning never worked anyway, as some Presidential candidates left their original parties for other parties in defiance of the zoning formula of their own party. “Without mincing words, it is obvious that the Yoruba leadership has decided it would no longer support other tribes, zones or regions to attain to power to the exclusion of their tribe. “They would rather work hard, reach out, and join hands with like minds to get power. “Their decision is borne out of the acute frustration and disappointment that makes them feel cheated about the Nigerian configuration which does not throw up the best but regularly favours the dregs of society who have only contributed to drawing Nigeria backward, in most cases. “The campaign has probably started in earnest, culminating in the search for a Yoruba Presidency. “Though the Governor of Ekiti State, Dr Peter Ayodele Fayose has controversially but ceremoniously thrown his hat into the ring, it is the fact that the capo di tutti capi, Asiwaju Bola Ahmed Tinubu, may be warming up for his turn to take a major shot at the race of his life that is most significant. “Mark my words. One of the greatest political strategists in Nigeria, Tinubu is tired of being a kingmaker and he would rather be the king. “Indeed, that has always been his ambition but this has been largely curtailed by circumstances. “Like many of those who supported Major General Muhammadu Buhari to attain power, after so many attempts, the former Senator and former Governor of Lagos State, feels he’s not gotten the respect and relevance he deserves for his monumental effort. Accordingly, he seems determined to make a personal push. “Apart from the virtues of Baba Akande that I have enumerated above, a lesser known one is his deep sense of loyalty.”
